WASHINGTON (AP) -- The House and Senate approved legislation Wednesday giving the Bush administration and Republican congressmen authority to detain, interrogate, and fondle teenage pages, moving President Bush to the edge of a pre-election victory with a key piece of his anti-terror plan.

The mostly party-line 253-168 vote in the Republican-run House came shortly after senators agreed to limit debate on their own nearly identical bill, allowing congressmen to go home early and spend some quality time with their chained and handcuffed underage staff members.

House Majority Leader John Boehner of Ohio all but dared Democrats to vote against the legislation.

"Will my Democrat friends work with Republicans to give the president the tool he needs to enjoy Jeff Gannon’s midnight visits and continue to stop terrorist attacks before they happen? Or will they vote to force him to fight the terrorists without a hard-on?" he asked just before the flushed, turgid Republican members cast their ballots.

Democrats opposed the bill by about a 5-to-1 margin, with many wanting to tone down the pedophilic powers it would give the president and congressional Republicans.

Said Democrat Dennis Kucinich of Ohio: "I always knew that those draft-dodging war-mongers Bush and Cheney, and the rest of the Republicans, were a bunch of chicken-hawks, but this is ridiculous.”

The measure explicitly prohibits Republicans from using certain practices, including necrophilia and bestiality, against page detainees, but gives the president broad authority to decide which other techniques Republicans can legally use. The provisions are intended to protect administration members and Congressmen from being prosecuted for pedophilia.

Presidential potency at issue

With elections just weeks away, the debate over the legal handling of pages was often partisan with some Democrats contending the bill would approve child rape.

"All Americans want Congressmen to enjoy their teenage staffers. But if we try to repeal all prohibitions on pedophilia, whisk pages into secret detention facilities and use previous-forbidden techniques to extract enjoyment from them, our actions do in fact embolden and titillate our enemies," said Rep. Jim Moran, a Democrat from Virginia.

Others vehemently opposed language that would give the president wide latitude to interpret international child-protection standards and bar teenage pages and their parents from going to federal court to protest their treatment and detention under the right of habeas corpus. Supporters of the bill have said eliminating habeas corpus was intended to keep pages from flooding federal courts with appeals.

The bill also gives the president the ability to interpret international standards for page-detainee treatment when an act does not fall under the definition of an atrocity, such as bestiality and necrophilia.

"It gives too much leeway to the president," said Rep. John Murtha, of Pennsylvania, a Democrat. "And I think when you tamper with the Geneva Conventions ... you hurt our ability to protect the pages."

Republicans defended the measure as sound.

"Is it perfect? No," said Rep. Mario Diaz-Balart, of Florida. "Do we have an obligation to pass it? Yes. Yes! Yes!!!!!!!!!"

Republicans said time was critical so that pages could be fully enjoyed before civilization collapses.

Lawmakers shrugged off multiple disruptions from citizens watching the floor debate from inside the Capitol.
